Le partenariat de longue date entre l’Afrique et l’Europe dans le domaine de l’\u00e9nergie est renouvel\u00e9 et renforc\u00e9 par le biais de la Global Gateway Strategy de l’Union europ\u00e9enne et en particulier du programme d’investissement UE-Afrique Global Gateway de 150 milliards d’euros qui vise \u00e0 soutenir l’Afrique pour un d\u00e9veloppement fort, inclusif, vert et reprise et transformation num\u00e9rique.<\/p>\n\n\n\n

Dans une s\u00e9rie d’articles en trois articles pour le Portail africain de l’\u00e9nergie (AEP), Johan van den Berg, chef du secr\u00e9tariat du Partenariat Afrique-UE pour l’\u00e9nergie (AEEP), examine les paysages internationaux du climat et de l’\u00e9nergie, et comment la strat\u00e9gie de passerelle mondiale peut stimuler la collaboration Afrique-Europe sur l’\u00e9nergie, les infrastructures et l’hydrog\u00e8ne vert.<\/p>\n\n\n\n

Dans le premier volet de la s\u00e9rie, van den Berg explique comment la science du climat \u00e9claire la politique et la planification \u00e0 long terme<\/a>, comme en t\u00e9moignent les ambitions d\u00e9finies dans le Green Deal <\/a>europ\u00e9en et le cadre de d\u00e9veloppement de l’Agenda 2063 pour l’Afrique. Guid\u00e9 par le portail mondial de l’UE Strat\u00e9gie ax\u00e9e sur l’\u00e9nergie et le climat, l’\u00e9ducation, les transports, la sant\u00e9 et le secteur num\u00e9rique, les deux continents peuvent devenir des leaders mondiaux et placer la durabilit\u00e9 au c\u0153ur du d\u00e9veloppement futur, note van den Berg.<\/p>\n\n\n\n

Un exemple concret de construction d’un avenir durable en Afrique passe par le renforcement des interconnexions \u00e9lectriques pour permettre la transition \u00e9nerg\u00e9tique africaine, \u00e9crit van den Berg dans le deuxi\u00e8me article.<\/a> Il souligne l’importance d’installer des actifs de production d’\u00e9nergie adapt\u00e9s au contexte africain. Van den Berg \u00e9tablit \u00e9galement un lien entre la n\u00e9cessit\u00e9 d’un couplage sectoriel en Afrique et en Europe et les efforts de l’Europe pour soutenir l’Afrique via une capacit\u00e9 de production d’\u00e9nergie renouvelable suppl\u00e9mentaire, des interconnexions \u00e9lectriques am\u00e9lior\u00e9es et l’expansion des lignes de transmission. Ces objectifs sont li\u00e9s aux travaux que l’UE soutient d\u00e9j\u00e0 sur le plan directeur du syst\u00e8me \u00e9lectrique continental (CMP) et le march\u00e9 unique de l’\u00e9lectricit\u00e9 en Afrique (AfSEM), deux initiatives qui visent \u00e0 cr\u00e9er un syst\u00e8me \u00e9lectrique int\u00e9gr\u00e9 entre les pools \u00e9nerg\u00e9tiques africains.<\/p>\n\n\n\n

Enfin, dans le troisi\u00e8me article, van den Berg souligne le r\u00f4le fondamental que l’hydrog\u00e8ne vert jouera dans la transition \u00e9nerg\u00e9tique<\/a> mondiale, et le potentiel de ce d\u00e9veloppement de l’hydrog\u00e8ne vert en Afrique. L’un des trois volets de l’Initiative Afrique-UE pour l’\u00e9nergie verte se concentre sp\u00e9cifiquement sur la mani\u00e8re dont l’Afrique et l’Europe peuvent renforcer les secteurs de l’hydrog\u00e8ne vert sur les deux continents. Compte tenu de la disponibilit\u00e9 des ressources terrestres, solaires et \u00e9oliennes en Afrique, le continent pourrait produire de l’hydrog\u00e8ne vert de mani\u00e8re plus rentable que la plupart des autres r\u00e9gions. Van den Berg note que compte tenu des r\u00e9sultats du Forum AEEP 2022<\/a> et de la prochaine COP27, l’Afrique et l’Europe doivent se concentrer sur la cr\u00e9ation d’un environnement qui encourage les investissements dans l’hydrog\u00e8ne vert ainsi que le d\u00e9veloppement des comp\u00e9tences et le renforcement des capacit\u00e9s dans le secteur de l’\u00e9nergie dans son ensemble.<\/p>\n\n\n\n
