Africa and Europe confirm commitments to strategic energy cooperation at 7th AU-EU Summit

The Joint declaration of the 7th African Union – European Union summit 2025 confirmed both continents commitment to continue the strategic cooperation in the energy sector through the Africa-EU Green Energy Initiative, with the aim to provide at least 100 million people in Africa with access to clean electricity by 2030.

Leaders of the European Union (EU) and the African Union (AU) member states met in Luanda, Angola on 24-25 November 2025 for the 7th EU-AU summit under the theme ‘Promoting peace and prosperity through effective multilateralism’.

The summit marked 25 years of EU-AU partnership and was co-chaired by the President of Angola, João Lourenço, and the President of the European Council, António Costa. The EU was represented by the President of the European Commission, Ursula von der Leyen, and the AU by H.E. Mahmoud Ali Youssouf, the Chair of the African Union Commission.

Energy, transport and digital infrastructure

We reaffirm our unwavering commitment to continued partnership and mutually beneficial investment in energy, transport, and digital infrastructure (…) to ensure secure, trusted and reliable connectivity within and between Africa and Europe.

European Union-African Union joint declaration

The continents have set concrete targets under the Africa-EU Green Energy Initiative. The goal is to provide at least at least 50GW of electricity from renewables for 100 million people in Africa by 2030. Concretely, Africa and Europe are working jointly to implement the Africa Single Electricity Market (AfSEM) and the Continental Power Systems Masterplan (CMP).

AEEP Remains the key platform for exchange on energy

The Africa-EU Energy Partnership (AEEP) proudly continues to support these joint ambitions and efforts, including the Africa Single Electricity Market (AfSEM), the Continental Power Systems Masterplan (CMP), and the African Energy Efficiency Strategy (AfEES). The AEEP provides a platform for bicontinental dialogue, knowledge sharing and capacity for accelerating joint implementation.

Strategic alignment and mobilising public and private finance will be critical to achieve SDG7. This is why the AEEP will convene several dialogues throughout 2026 to offer a platform for exchange and drive the implementation of joint initiatives and ensure access to affordable, reliable, sustainable and modern energy for all.
