Africa–Europe High-Level Dialogue on Energy Transition Minerals at ACS2
Africa’s energy transition mineral sector can be a driver of equitable economic growth, providing opportunities for Africa and Europe, while fostering a more sustainable and resilient global supply chain. These were some of the outcomes of the discussion on 8 September 2025, when the Africa-EU Energy Partnership (AEEP), jointly with Africa Europe Foundation (AEF), hosted a high-level policymakers dialogue on energy transition minerals as part of the second Africa Climate Summit (ACS2) in Addis Ababa, Ethiopia.
The discussion brought together over 20 policymakers, leaders from international organisations, private sector actors, and civil society representatives. The closed-door dialogue provided a unique platform for frank and forward-looking discussions on how Africa and Europe can work together to build competitive, equitable, and sustainable value chains for energy transition minerals.

This event marked the fourth in the AEEP-AEF policymaker dialogue series and represents a critical milestone on the way to the Luanda Financing Summit for Africa’s Infrastructure Development on 28–31 October 2025 in Luanda, Angola and the 7th AU–EU Heads of State Summit 24-25 November 2025, also in Angola. It also serves as a key preparatory step ahead of COP30, where energy transition and sustainable investment will remain high on the global agenda.
Participants shared lessons learned, explored innovative approaches to regional and cross-continental collaboration, and highlighted the importance of inclusive and transparent policymaking. They emphasised that Africa’s energy transition mineral sector can be a driver of equitable economic growth, providing opportunities for both continents while fostering a more sustainable and resilient global supply chain.
The discussions also highlighted the urgency of moving from extract-and-export models toward local beneficiation, green industrialisation, and mutually beneficial investment partnerships that serve both continents’ ambitions.
